Building a stronger climate finance framework for Türkiye

Supporting Türkiye in mobilising, managing and accessing climate finance for a resilient, low-carbon and inclusive future.

Funded by the European Union, the Strengthening National Climate Finance Capacity Project supports Türkiye in strengthening its climate finance policy framework, institutional capacity and financial ecosystem.

Over its 24-month implementation period, the Project brings together public institutions, regulatory authorities, financial sector actors, local authorities, the private sector, civil society and academia to develop the strategic tools and capacities needed to accelerate Türkiye’s green transition.

Driving Türkiye’s Green Transition Through Climate Finance

Achieving climate targets requires more than ambition — it requires effective policies, strong institutions and access to finance.

The Project contributes to Türkiye’s efforts to achieve its 2053 net-zero target, strengthen its resilience to the impacts of climate change, and advance alignment with the European Green Deal and EU sustainable finance practices.

Specific objective

To improve Türkiye’s policy framework and national capacity for climate finance.

Through analysis, stakeholder cooperation, capacity building and the development of strategic policy instruments, the Project works to create a stronger enabling environment for climate and green finance in Türkiye.

What Will the Project Deliver?

The Project is built around three strategic outputs.

Draft National Climate Finance Strategy
A strategic framework supporting Türkiye in strengthening the mobilisation, management and effective use of climate finance.
Support to the National Green Taxonomy
Support for developing Technical Screening Criteria aligned with EU practice, so that which economic activities count as environmentally sustainable can be understood more clearly and consistently.
Recommendations for capital markets
Recommendations on how Türkiye’s capital markets can contribute more effectively to financing the green transition.

The Project is delivered through five interconnected components.

Project management and planning
Establishing the project office in Ankara, refining the methodology, and preparing the work plan together with the monitoring and communication plans.

National Climate Finance Strategy
Stakeholder mapping, baseline and gap analysis, climate finance tracking methodology, and preparation of the draft strategy.

Green finance ecosystem and national taxonomy
EU legislative benchmarking, work on Technical Screening Criteria, capital markets and insurance sector analysis, and assessment of ETS-related financing mechanisms.
4
Capacity building and training
10 training programmes, three courses leading to internationally recognised certificates, two study visits to EU Member States, and at least 400 participants.

Communication, visibility and closing
The project website, publications, promotional videos, at least 10 e-learning modules, the Taxonomy User Guide and the International Closing Conference.

Effective climate finance requires cooperation across institutions and sectors.

The Project engages with a broad stakeholder ecosystem:

Civil society organisations
Academia

By bringing these actors together, the Project works to strengthen coordination, knowledge exchange and the institutional foundations of Türkiye’s climate finance ecosystem.

The Project is designed not only to produce policy documents, but also to build lasting institutional knowledge and capacity.

Training programmes, technical publications, explanatory materials, stakeholder consultations and at least 10 e-learning modules will help ensure that the knowledge generated by the Project remains accessible and useful beyond its implementation period.
